Broadmoor Improvement Association
Mission
The Broadmoor Improvement Association (BIA) is one of the oldest neighborhood associations in New Orleans. Since its establishment in 1930, the Broadmoor Improvement Association has worked continuously to improve our neighborhood. In the aftermath of Hurricane Katrina, the time for action is now. It is imperative that we unite as one to rebuild a stronger Broadmoor; not one of us can do it alone.

Personnel Overview
Hal Roark, Rosa F. Keller Center - Executive Director, Broadmoor Development Corp.
Hal Roark has been deeply involved and committed to improving New Orleans communities throughout his professional career. Before Hurricane Katrina, he re-developed homes for first-time home-buyers; started a non-profit agency to provide free health services to inner-city youth and families; and worked in the mental health field. His life changed along with all New Orleanians after Katrina.
LaToya Cantrell, Rosa F. Keller Center - President, Board of Directors
Ms. Cantrell serves as the President of the Board of Directors for the Broadmoor Improvement Association.
