Ukraine: Restorative Justice for Juveniles

Summary

To inspire Ukrainian judges to use Restorative Justice (RJ) Programs for juvenile offenders to better protect their needs and rights by means of “Restoring Justice” educational video.

Project Needs and Beneficiaries

During the last 10 years the number of convicted juveniles in Ukraine almost doubled: from 11629 in 1992 up to 21108 in 2003! Practicing judges still prefer punitive approach, in spite of the Supreme Court recommendations to provide Restorative Justice Programs. Apparently, Restorative Justice approach needs wide popularization and understanding of Victim-Offender Mediation (VOM) and other reconciliation processes by Ukrainian judges and court officials.

Activities

1.Produce 30 minutes video “Restoring Justice”. 2.Present it to Justice System authorities and judges. 3.Distribute the video through Academy of Judges and Professional Judges Associations.

Potential Long Term Impact

Restorative Justice ideas, mechanisms and advantages will be instilled among judges and legal system representatives in 25 regions of Ukraine to improve their understanding and willingness to use VOM in judicial practice.

Project Message

Juvenile Justice in Ukraine should be implemented in two bearings: education for judges, and careful study of international experience, especially practice of Victim-Offender Mediation programs.
